First, they love their heritage. But second is that they got lucky since those houses were declared under only one or two resolutions (parang package deal of sorts). Nowadays, it's one resolution per structure and that takes soooooooooooo long.<BR/><BR/>For Vigan, it's kinda complicated since there are turf issues. Since it's already a UNESCO World Heritage Site, I think the NHI does not need to declare the houses individually. Same goes for Taal.
