The Muslim holidays are declared weeks before since the date is unknown until the actual date nears. <br /><br />But this current one is an afterthought seeing the sandwiched day between the weekend and November 1 holiday. The current president has been very conservative about declaring holidays, scrapping holiday economics in fact during a year when most of them fall on a Saturday or Sunday. <br /><br />The previous president would have had the foresight to see those sandwiched work days and would have included special non-working holidays in her proclamation.
